Huzhou Encourages the Private Sector to Implement Social Responsibility through Guangcai Program

On August 28, Huzhou Municipal Society for Promotion of Guangcai Program held the first session of its second executive council meeting, where the work report from the first executive council was reviewed and adopted, the Articles of Association of the Society and Election Procedure of the Society were revised and adopted and the second executive council of the Society was elected. Mr. Zhu Kunmin, Assistant Secretary of Huzhou Municipal Party Committee, attended the meeting and delivered a speech.

Since its establishment in 2001, the Society has always been working under the guidance of the scientific outlook on development, actively guiding and organizing the private sector practitioners to implement social responsibility and contribute to the society, thereby greatly facilitating the implementation of the Program in the city. The Society proactively participates in citywide drive to build a new socialist rural area by fostering partnership between village enterprises, and helps poverty-stricken villages develop economy and enrich farmer households, covering 1003 administrative villages, 2293 poor households and 1562 poverty-stricken students. The Society has provided a total of CNY1.6 million financial aid to over 300 poverty-stricken college students over the past decade. A variety of poverty-relief funds were founded by the Society to contribute to the public welfare undertaking. All these represent contribution of the Society to the citywide drive to build a harmonious society.

After recognizing the achievements made by the first executive council, Mr. Zhu pointed out that the Program had become a useful tool to encourage the private sector practitioners to contribute to the society as well as an important initiative to implement the scientific outlook on development and build a harmonious society. He called upon all participants to become more awareness of their social responsibility, broaden the reach of the Program in the city, accelerate implementation of the scientific outlook on development and enhance the economic infrastructure underlying the Program, carry forward the spirit of the Program and draw together all people interested in the Program, build up their own capacity to implement the Program, provide greater support and endeavor to create a good environment for implementation of the Program.

Mr. Zhu stressed that all level of government United Front Work Departments and Federation of Industry and Commerce should focus on the new situation and new assignments, fully realize the important role of the Program in deepening the reform and opening up and accelerating sound development of Huzhou City, and become more aware of the sense of responsibility, mission and honor. Mr. Zhu noted it was necessary to stay focused on the top priority of the Municipal Party Committee and Municipal Government of Huzhou, call into full play the unique advantage of the Program, further encourage private sector practitioners to work for building of a provincial-level pilot area of new socialist countryside, actively participate in public welfare undertaking and make due contribution to the citywide drive to build a harmonious society. Mr. Zhu further emphasized the need to build a favorable environment for business community in terms of financial services, legal services, investment promotion and introduction of qualified personnel, make every effort to help enterprises resolve operational difficulties and maintain the steady and rapid development of private sector in the city.

Mr. Zhu stressed that putting people first and building and sharing a harmonious society was the fundamental requirement for private sector practitioners to implement social responsibility, and that all private sector participants should uphold the spirit of the Program, perform their economic and social responsibility and actively assist Party committees and government departments at all levels in improving people’s livelihood and facilitating building of a harmonious society. He noted that it was a must to intensify investment in scientific research and efforts of technical innovation, proactively innovate enterprise management practice and corporate culture, follow the road of development that is knowledge intensive, cost effective, energy saving, environmentally friendly and conducive to maximized utilization of human resources, and effectively bring business development onto the track of sound development.

Mr. Zhu emphasized that the Program was an important part of the united front work of the Communist Party of China and all Party committees and government departments at various levels should include the Program in their agenda and in the overall planning for building of a harmonious society, intensify efforts of organization and leadership, faithfully identify and resolve major problems encountered during development of the Program, in particular, formulate and enact preferential policies encouraging private sector practitioners to participate in the Program and endeavor to create a favorable environment for implementation of the Program in the city.

Mr. Shi Rongyao, Vice Chairman of Huzhou Municipal Branch of CPPCC and Director of United Front Work Department of Huzhou Municipal Party Committee, was elected President of the 2nd Executive Council of the Society. Mr. Cao Deping, Vice Chairman of Huzhou Municipal Branch of CPPCC and Chairman of Huzhou Municipal Federation of Industry and Commerce, attended the meeting.

At the meeting, 16 entrepreneurs were awarded the Guangcai Prize of Huzhou City and six organizations were awarded the Guangcai Prize of Huzhou City for Organizational Excellence. 20 poverty-stricken college students received the Guangcai scholarship at the meeting.
